Man, Des, you’re starting to see double, you really need to get some sleep.

↓ Transcript
Panel 1:
Lewis and Des are giving their reports, but Sam notices something on the desk.

RUSSELL: The TSG were unfit for purpose - soon as they came across an obstacle they couldn’t thump, they fell to bits.

CAROL (off-panel): Good, be as brutal about them as you can in your reports - no hedge words.

SOLOMON: “Good?”

Panel 2:
Closeup of Carol’s desk. There’s proposals poking out from under the files, some pictures of intimidating figures in gas masks and a partially-concealed name, “The Yeomanry.”

CAROL: The TSG is an institution, the Old Boy’s Club in Scotland Yard closes ranks whenever it messes up.

CAROL: If we play this debacle right in the media, we might finally replace them with something better.

CAROL: We need a multi-purpose rapid reaction force answerable directly to the Home Office, bypassing the Met bureaucracy.

Panel 3:
Carol rounds the desk, approaching Lewis.

SOLOMON: Well...that’s a solution, I guess, but I don’t see how that...

CAROL: Extraordinary threats require extraordinary measures, which brings me to another topic…

CAROL: Pepper spray? Really?

Panel 4:
Carol stares at Lewis, who shrinks back. Their faces look weirdly similar, and they both have the same hair colour.

CAROL: Operation Pandora is authorised for firearms use, I didn’t leave that sentence in the proposal by mistake.

RUSSELL: We’re not certified…

CAROL: Well get certified!

RUSSELL: Sorry, did you want us to...shoot...a bunch of brainwashed dubsteppers?

Panel 5:
Sam and Des look at the unfolding argument. Sam is dour and nonchalant, but Des is squinting as she’s noticed the weird similarity between the two people in front of her.

CAROL (off-panel): Quick question, Mr Russell, what’s the purpose of Operation Pandora?

RUSSELL (off-panel): To...catch...Nancy...Brilligan?

CAROL (off-panel): Why?

RUSSELL (off-panel): Beeecaaauuuse she’s a dangerous deluded maniac?

CAROL (off-panel): And yet in your very first outing you worked with this “dangerous deluded maniac” - why?

Panel 6:
Same view. Sam has the same expression while Des rubs her eyes.

RUSSELL (off-panel): I...uh...can’t speak for the guv, but…

CAROL (off-panel): You’re right, you can’t.

CAROL (off-panel): You’ve been pretty quiet, Sam - can you explain how a police operation intended to catch a fugitive ends up collaborating with them?

WORDING: Because it’s not enough just to catch her.
