Panel 1:
Pandora stare at the telly together. Wording becomes conscious of something.
CAROL (box): “The appearance of V2 rockets over London, the brainwashing of revellers in a Lewisham nightclub, and now this.”
CAROL (box): “These events that had the potential for massive loss of life, and were exacerbated by the interference of a psychologically troubled kidnapper of children, revealed how ill-equipped our services were in the face of these challenges.”
RUSSELL: Where’s she going with this?
Panel 2:
Wording glares at Russell. Russell thrusts his hands in the air and turns to leave.
WORDING: What’re you still doing here?!
RUSSELL: I’m going! I’m going!
CAROL (box): “In times past we could excuse such shortcomings as the events they faced were unpredictable.”
CAROL (box): “But these events are no longer unpredictable.”
Panel 3:
Carol addresses the press. We view her from underneath.

CAROL: This dynamic multi-purpose force will have a remit to assist and complement the police and other enforcement agencies across a total range of situations.

Panel 5:
Over Carol’s shoulder, the heavy, heavily padded individual is growing closer.
CAROL: Operating independently of any institution or special interest, its members will be recruited from outside the traditional hierarchies and trained to the highest standard.
CAROL: This force will reflect the community it serves and protect the public from cross-dimensional chaos with care and sensitivity.
Panel 6:
The figure towers over Carol, taking position just to her left. She permits herself a smile.
CAROL: We expect the force to be fully operational within six months.
CAROL: And as you can see, the work has already begun.
