It’s good cop bad cop, yet both are inexplicably the same cop. Who’s also not a cop. It’s terribly confusing.

Panel 1:
The Commissioner extends a warm hand of welcome. Carol does not reciprocate.

COMMISSIONER: Ms Derrider! Welcome to Scotl-

CAROL: A dangerous fugitive has taken refuge in your country. I’m here to bring her back. Alive if possible, dead if necessary. Questions?

Panel 2:
The Commissioner takes the standoffishness as licence to drop a bit of the formalities.

COMMISSIONER: Straight to business, then. That’s bonnie.

COMMISSIONER: Though as I understand it, you are an administrative figure, aye? A representative of the GLA and not, strictly, a police official?

CAROL: That is correct. Will that be a problem?

Panel 3 (narrow):
Carol’s eyes flit furtively from figure to figure, sensing that she’s losing the crowd.

COMMISSIONER: III’m…afraid it will.

COMMISSIONER: You see, we’re no strangers to cooperating with English officers on a force-to-force basis. Colleagues like your Inspector Russell here come north, help us out, go back south with their ne’er-do-well in tow, it’s all very convivial.

Panel 4 (narrow):
Same view. Carol presses her hands together and takes a deep breath.

COMMISSIONER: It’s a matter of respecting hierarchies, ye ken. A visiting officer slots into that hierarchy nae bother, but a visiting official…

COMMISSIONER: …then it becomes a matter of whose hierarchy do my people follow? Mine, or London’s?

COMMISSIONER: I’m sure you comprehend the hackles that confusion might raise in a devolved authority?

Panel 5 (narrow):
Same view. Carol eases up and cracks a smile. Lewis looks sceptical of this pleasant, compromising Carol.

CAROL: …I understand completely.

CAROL: And I would like to counter-propose the opportunities this proposed arrangement could raise.

Panel 6:
The Adjutant and the Commissioner listen politely to Carol’s proposal.

CAROL: I am sure you have read the brief on the dangers of Nancy Brilligan and her irresponsible conflict with the very foundations of modern physics.

CAROL: The nature of the threat she represents will only grow worse and spread as time goes on. Scotland will not be immune.

Panel 7:
Same view. The Adjutant and the Commissioner glance at one another sceptically.

CAROL: I am not just an administrative official but a political one. My network of contacts stretches through all corners of society, even up here in Edinburgh. The scale of the quantum problem demands this full-spectrum approach.

CAROL: By allowing my presence in your jurisdiction, you will be gaining unfettered access to resources that will be instrumental in defeating this looming existential crisis on your doorstep.
